Short title.

Establishment

and constitution of the Public Services Commission.

Ineligibility of persons holding certain offices for appointment as members of the Commission.

Tenure of office.

Establishment Officer to act as permanent Secretary to Commission.

Functions of the Commission.

An Ordinance to constitute a Public Services Commission.

BE it enacted by the Governor of Hong Kong, with the advice

and consent of the Legislative Council thereof :

1. This Ordinance may be cited as the Public Services

Commission Ordinance, 1948.

2. There is hereby established a Public Services Commission

which shall consist of a Chairman and two members all of whom shall

be appointed by the Governor by writing under his hand.

3. It shall not be lawful to appoint as a member of the

Commission

Kong; or

(a) any officer in the service of the Government of Hong

(0) any officer of or any member of any municipality or

municipal council which may hereafter be established in Hong Kong; or

any member of the Legislative Council.

4. The chairman shall hold office for three years and shall

be eligible for re-appointment. The members shall hold office for

two years and shall be eligible for re-appointment : Provided that

upon the first exercise of the power of appointment of members conferred

by section 2 one member shall be appointed for and shall hold office

for three years.

5. The Establishment Officer shall ex-officio act as permanent

Secretary to the Commission but shall not be a member of the Commission

or have any vote in its deliberations. If at any time no officer

shall be filling the post of or acting as Establishment Officer the

Governor shall appoint such other officer as he may deem fit to act

as secretary to the commission.

6. The Commission shall advise the Governor regarding
